SEPTIC OR SEWER? SPRING HILL DRAIN GUIDE

How to tell which you have, what a drain company can and cannot do on each, and who to call when something backs up.

Two Spring Hill neighbors can have the same lot size and different plumbing. One line runs to a county sewer main; the other ends at a buried tank.

Why Spring Hill Homeowners Have to Ask

The Florida Department of Health’s 2023 Hernando County wastewater inventory listed 40.2% of parcels as known sewer and 44.4% as known septic, with the rest likely or unknown. The county utilities director has cited over 30,000 septic tanks in the Spring Hill area that drains toward Weeki Wachee Springs.

The county’s service-area map shows much of the original Deltona-era grid between US-19 and the Suncoast Parkway as water-only, with sewer in newer pockets. A mapped service area shows where the county offers service, not that every house is hooked up, so confirm by address.

How to Tell If Your Spring Hill Home Is on Septic or Sewer

  1. Check your bills. A Hernando County Utilities account with a sewer charge points to a connection. A water-only account suggests septic.
  2. Look at the county service-area map, or ask the county for a utility map or record drawing for your address.
  3. Walk the yard. A round or rectangular lid, or a riser, often sits on the side of the house where the main line exits.
  4. Search permit records. The Florida Department of Health in Hernando County, Environmental Health, handles septic permits and inspections at 352-540-6812. Older tanks may have no record on file.
  5. Read your closing and inspection papers.

If nothing turns up, a locator and a camera at the cleanout can trace the line. Our post on what to do when the previous owner left no records covers that route.

What a Drain Company Can Do on a Septic Home in Spring Hill

The septic system has three parts: the pipe from the house to the tank, the tank, and the drainfield. We work on the first one. We clear and camera-inspect the house-to-tank line, jet it when grease, roots or scale have narrowed it, and clean the branch lines inside the house.

We do not jet a drainfield, we do not pump a tank and we do not repair one. The EPA advises inspection at least every three years and pumping every three to five, which is a licensed septic contractor’s work. The reasoning behind that boundary is written up in why jetting stops at the tank.

What We Do on a County Sewer Connection

On a sewer-served house the private line runs from the cleanout or the house wall to the connection at the street. That is where sewer line hydro jetting and a sewer camera inspection do their work. Roots at joints, grease, wipes and sags are the usual causes. We do not work inside the county’s main.

Warning Signs: Septic Trouble vs Sewer Line Trouble

  • Septic signs: slow drains everywhere, gurgling, odor in the yard, soggy ground over the tank or field, backups after heavy rain.
  • Sewer-line signs: the lowest drain in the house, such as a shower or floor drain, backs up first, or several fixtures stop at once.

The county also says a septic system will not work while flood water covers the drainfield.

Who to Call: County Utilities, a Septic Contractor or Spring Hill Drain Cleaning

  • Hernando County Utilities, (352) 754-4037, 24/7: sewage backups on a county sewer connection. The county notes that clearing the line from the house to the main may be necessary; ask where their responsibility ends.
  • A licensed septic contractor: pumping, tank repair, drainfield trouble.
  • H.I.P. Home Service & Drain: clearing, jetting and camera work on the house-side lines of either type.

Septic-to-Sewer Conversions in Spring Hill

Hernando County has a conversion program called District A, set out in county ordinance 2022-20: south of Cortez Blvd, north of Elgin Blvd, east of US-19 and west of the Sand Hill Scout Reservation. Florida law requires an owner of a working septic system to connect within 365 days of written notice that sewer is available. When a home converts, the old tank is a contractor’s decommissioning job, while the new line out to the street is where a camera and jetting come in. Neighborhoods along Elgin Boulevard sit at the southern edge of that area; see also Deltona Boulevard. Prices for each job are in our hydro jetting cost guide.

Septic vs Sewer FAQs for Spring Hill Drain Cleaning

Start with your utility account: sewer service on a Hernando County Utilities bill points to a connection, while a water-only account suggests septic. Then check the county service-area map, look for a tank lid in the yard, or ask the county utilities department to confirm by address. Closing papers and permit records help too.

We jet the house-to-tank line, the pipe between your home and the tank, when grease, roots or scale have narrowed it. We do not jet drainfields, and we do not pump tanks. A full tank, a failing baffle or a saturated field is a job for a licensed septic contractor.

Hernando County Utilities runs a 24/7 emergency line at (352) 754-4037, and the county treats a sewage backup as an emergency. Whether the blockage is in the county main or in your own line decides who clears it, so ask them where their responsibility ends. We clear the private line.

Slow drains throughout the house, gurgling, sewage odors, soggy ground over the tank or field, and backups after heavy rain all deserve a call. The EPA advises inspection at least every three years and pumping every three to five. Do not park or drive over the drainfield.

Yes. Hernando County states that a septic system will not work if flood water covers the drainfield, and owners should wait for the water to recede. Extra laundry and long showers meanwhile only add to the problem.

Only where public sewer becomes available. Florida law requires an owner of a working septic system to connect within 365 days after written notice that sewer is available. Ask Hernando County Utilities whether your street is in a conversion area before you spend money on the old system.
