Elgin Boulevard Drain Work Before and After a Sewer Notice
Elgin Boulevard marks the south edge of Hernando County's first septic-to-sewer conversion district. Ordinance 2022-20 sets District A south of Cortez Boulevard, north of Elgin Boulevard and east of US-19, taking in lots in Spring Hill Unit 22 and Freeport Estates.
For a homeowner that means a letter and a clock. Florida law gives an owner of a working septic system 365 days from written notice to connect once public sewer is available. The county's own funding request for one sewer shed lists 281 parcels, 17,693 feet of gravity sewer and a lift station.
Connecting to County Sewer: Jetting the New Lateral on Elgin Boulevard
When a home connects, the old tank and house-to-tank line become a decommissioning job for a licensed contractor, which is not ours. The new pipe from the house to the street connection is where we come in: a camera shows the pipe after the connection, and a pass can clear debris left by the work.
The county has also run a housing program that pays the connection fee for approved income-eligible owners; its first application window ran March 2 to 31, 2026. The state law gives 90 days instead of 365 when a system needs repair, so a failing tank sets a shorter clock.
Where Each Job Fits in a Septic-to-Sewer Conversion
The same house can need a tank line cleared this year and a new lateral looked at next year.
- Hydro Jetting Services — A tank home's house-to-tank line gets it before conversion, and a fresh lateral can get a debris pass afterward.
- Sewer Line Hydro Jetting — Belongs to the new pipe between the house and the street connection, once it exists.
- Kitchen Line Grease Jetting — Eases a slow kitchen branch while you wait for sewer, without touching the drainfield.
- Root Removal & Line Clearing — Roots can enter an old tank line, and a cutter head can open it before the tank is decommissioned.
- Drain Cleaning & Snaking — Covers day-to-day clogs in the months between the notice and the connection date.
- Sewer Camera Inspection — Confirms a new lateral is whole and gives you footage to keep after the contractor leaves.
Elgin Boulevard Drain Cleaning Before, During and After Conversion
Before conversion, a tank home gets its tank line cleared like any septic home; see the septic-or-sewer guide and our post on finding tank and cleanout records. Afterward, a camera inspection at $150 to $300 confirms the lateral is intact. Institutions on the road, such as schools and churches, are not our work.
The widening planned along Barclay Avenue ends at the Elgin and Powell junction, and Deltona Boulevard lies west in the original grid. Sewer line jetting suits the lateral once it exists.
Elgin Boulevard Plats, Cross Roads and Septic-to-Sewer Blocks
Elgin Boulevard (CR 572) is the south edge of the county's first septic-to-sewer district, which makes its neighbors an unusual list.
- Spring Hill Unit 22 — Original Deltona-era plat, recorded in Plat Book 10, Page 31, with lots north of Elgin Boulevard inside the conversion district.
- Freeport Estates — Plat recorded in Plat Book 21, Page 1 and named in the district ordinance alongside Unit 22.
- Northcliffe Boulevard blocks — Cross road whose schools and churches include Explorer K-8 and Northcliffe Baptist Church, near the Elgin corridor.
- Challenger K-8 and Powell Middle blocks — East end of the road, with Challenger K-8 at 13400 Elgin Boulevard and Powell Middle at 4100 Barclay Avenue.
Elgin Boulevard Septic-to-Sewer District A Costs and Connection Rules
Few Florida streets have a published list of parcels, pipe lengths and costs; Elgin Boulevard's does, because of District A.
- District A's Sewer Shed 5 covers 281 parcels, 17,693 feet of 6- and 8-inch gravity sewer, one lift station and 1,635 feet of force main, with $19,504,643 requested. Homes that connect lose a tank and drainfield, so septic pumping gives way to inspecting and cleaning the new sewer lateral.
- The county calculates 9.432 pounds of nitrogen a year removed per septic tank converted, or 2,650 pounds a year for Shed 5. Conversion is justified by what leaves the ground, which is why a leaking old tank line is a concern as well as a repair.
- As reported in January 2023, the first phase covers more than 400 lots at about $36,000 per conversion, with state grants covering 90 percent and owners paying about $3,600 over ten years. These are county program figures, not our prices, and the program is still being revised, so confirm the current figures with the county.
- The county's SHIP program paid HCUD's connection fee for income-eligible homeowners in the revised District A, with applications accepted March 2 to 31, 2026. Some owners may be mid-connection, so we check whether a lateral has been tied in before suggesting what to clean.
- Under Florida Statute 381.00655, a working septic system must connect within 365 days of written notice that sewer is available, or 90 days if the system needs repair. The connection deadline makes the lateral from house to street the live question, and a camera pass shows its condition before it is joined to the county main.
- The county's FY2026 springs funding application calls District A the area closest to Weeki Wachee Springs, with the most immediate impact on the spring. Spring Hill Unit 22 and Freeport Estates are Deltona-era plats, lots where a septic tank was the original wastewater system.
Elgin Boulevard Cortez Boulevard, Commercial Way and Weeki Wachee Landmarks
District A's boundaries are written into county law, so they double as a map of the roads around Elgin Boulevard.
- Challenger K-8 School of Science and Math — School at 13400 Elgin Boulevard in ZIP 34609, toward the east end of the road.
- Cortez Boulevard (SR 50) — North boundary of the district, written into the county ordinance that created it.
- Commercial Way (US-19) — West boundary of the district, signed locally as US-19 along Spring Hill's edge.
- Weeki Wachee Springs — First-magnitude spring that District A is designed to protect, heading the Weeki Wachee River.
- Former Spring Hill treatment plant — County wastewater plant that operated from 1967 behind the US-19 Walmart; its closure cut nitrogen reaching the spring.
- Barclay Avenue and Elgin-Powell junction — South end of the planned Barclay widening, Phases II and III.
- Hernando County Utilities — Utility department's main office at 15365 Cortez Boulevard in Brooksville, which runs the county sewer system.

Florida gives 365 days from written notice, or 90 if the system needs repair. If a drain slows during that window, call 813-733-7188 for ZIP 34608 or 34609.
CALL 813-733-7188Elgin Boulevard: Notices, District A and Connection Costs
Florida law gives 365 days from written notice for a working septic system to connect, or 90 days if the system needs repair. Read the notice for the county contact. Tank decommissioning goes to a licensed contractor; we follow with a camera pass on the new lateral.
On the line from the house to the tank, yes, when the clog is there. We never jet the drainfield. Waiting for sewer is no reason to ignore a slow drain, though a full tank is a septic contractor's job to pump.
Our fee is yours; the county's connection-fee program is separate and covers only approved income-eligible owners. A stand-alone camera inspection runs $150 to $300. It confirms the lateral is intact and gives you footage to keep.
Only the ordinance's description and the county can say. District A is south of Cortez, north of Elgin and east of US-19, with lots in Spring Hill Unit 22 and Freeport Estates named. Homes right on Elgin may or may not be inside, so ask the county utility.
The original 1967-era plats lie north of Elgin, where tanks were the first system. Farther east Elgin passes subdivisions built in the 1990s and 2000s, where the county's map shows Water and Sewer coverage. Which one you have changes our first question.
